Hi David!

It depends from project building process.
Look, native folder contains property files after native2ascii processing,
windows-1251 conntains property files in Cp1251.
So, windows-1251 folder contains sources.
I think building process should process these files to ascii and then
package them to application archives. 

I've check russian translation in source tree and found that it already encoded 
to ascii.
It mean that you are holding sources for property files in ascii. 
It this case you should apply file from native directory.
