Hi David!
It depends from project building process.
Look, native contains property files after native2ascii processing,
windows-1251 conntains property files in Cp1251.
windows-1251 folder contains sources.
I think building process should process these files to ascii and then
package them to application archives.

portal, please integrate it to the main source tree. We are planing to support
