A new component org.apache.jetspeed.cluster and within a NodeManager and a
NodeInformation.
Upon registration of a pa in the pa-manager the local server adds a nodeinfo
for the pa (persisted in the local filesystem).
Whenever a new pa is recognized the database and the info in the filesystem are
compared and the correct action is taken (either completely new
deployment/registration, update of the filesystem info AND the search index or
just ignore....
