The Jetspeed common.js javascript library doesn't recognize it when the portal
is running under ROOT context, leading to incorrect configured Jetspeed
(javascript) component url paths.
As result, features like the CategoryPortletSelector and the whole of the
/desktop don't properly work: you cannot add portlets and the /desktop doesn't
render at all.
