The solution for this issue is to configure the desktop page editor NoAction
layout settings. Here are some details:
This issue is probably caused by the logged-in user having privileges to edit
no-action layouts. The layout decorator decoratordesktop.properties file
specifies configuration for the desktop page editor (customizer). Currently,
the tigris layout decorator sets these properties as follows:

The above setting for "desktop.pageeditor.layout.noactions.editor.role"
specifies that any user with the "admin" role can fully edit a no-action
layout. If no role should be able to edit no-action layouts, either omit the
"...noactions.editor.role" property or set it to empty string.
