I was just having this exact bug get under my skin when working no the new
PAM/PALM. This fixes it, although I think the color override in the header
should be up to each individual decorator
The header colors are working fine for the new Jetspeed decorators (not checked
in yet)
I will have to test against all decorators before I close it
