Move WebContent and Rewriter to Apache Portals Applications as new web-content
project. Centralizing the Jetspeed web-content and rewriter components
development into an Applications project specifically for web proxying and
Iframe development would better serve the development community. The SSO
versions of the WebContent and IFrame portlets will move into j2-admin project,
since its still Jetspeed-specific
