Specification of layout decorators in PSML is no longer effective unless done
for whole site in root folder folder.metadata:
<defaults
layout-decorator="jscookmenu"
portlet-decorator="jetspeed"
/>
This is specified in the demo PSML for the user/user login and in the Public
folder, but is not honored.
