Fix For: 2.2.1
Putting together a prototype for new customization and spaces features. Spaces
are divide sites into logical areas of collaboration. Two new customization
portlets will be added:
* Jetspeed Toolbox -- a portlet selector and layout and theme customizer for
quick one or two click access without leaving a page
* Jetspeed Navigator -- a new way to navigate based on spaces and environments
There are a few hacks going in here until we can get some new features in place
for always putting a portlet on all pages and locking an are of the page
