Sorry, I am using Jetspeed 1.3a1 with Tomcat 3.2.1.  I am using IE 5.0
and set the Internet Options->General Tab->Temp. Internet files Settings
radio button to Every visit to the page

Which version of Jetspeed do you use ? PSML files changes are supposed
to be
detected dynamically. Please note however that your browser may actually
cache
results and not request the page, for development I usually disable all
browser
cache.
