This a bit off-topic since Jetspeed uses the Apache license not the GPL,
but I doubt the length or language of the GPL is what "scares off" most
commercial ventures. These ventures have lawyers who read contracts for a
living. The commercial ventures who choose not to use GPL code do so, I
imagine, because they believe it is better to keep their code a
secret. They do not believe they could sell their software if they
published the code along with it. I'm not saying they are right or wrong
just making an observation.
