Are you ever change the tomcat.bat or tomcat.sh
and add your class path there.
I changed this to my tomcat.bat
under the
:setClasspath
set
CP=%TOMCAT_HOME%\lib\xerces_1_2_0.jar;%TOMCAT_HOME%\lib\xerces_1_2_0.jar;%TO
MCAT_HOME%\lib\cocoon_1_8_2.jar;%TOMCAT_HOME%\webapps\ROOT\WEB-INF\classes;%
TOMCAT_HOME%\webapps\cimande\WEB-INF\classes;
This work well.

Then make sure you don't a copy of this jar in your system CLASSPATH or
worse
in your jre/lib/ext directory.
