"Assign" column in UserRoleForm and RolePermissionForm is blank

Use the user ADMIN, I notice the "Assign" column in the UserRoleForm and
RolePermissionForm is blank when configuring users and Roles. 

By the way, I like the changes to the security configuration screens!
