Sumit,
I have noticed that jetspeed will write the .xreg files to disk.  In
this case the changes you made to portlets.xreg may have been
overwritten by jetspeed.  I suggest with jetspeed shutdown make the
changes to portlets.xreg, or local-portlets.xreg, then startup jetspeed
and test.
