Dan,
WebPagePortlet is configured in local-portlets.xreg. If the file does
not exist, the create it in <jetspeed_home>/WEB-INF/conf, same place as
portlets.xreg. You can find an example in Portlets.xreg, search for
JavaWeb.
I also posted and example on yesterday in the thread titled
WebPagePortlet.
