Bob,
The JRE is the run-time subset of the JDK (development kit).  So, if you
install the JDK, you have the JRE.

basically, to prototype, you need:

-a working JDK (not J2EE, nor JRE)
-a release of any servlet container ( Tomcat for example)
-a release of jetspeed.
