Using an Applet in a HTML portlet

I am trying to get a HTML portlet that points to a HTML file containing an applet to 
work.

I have the applet class in jetspeed/web-inf/classes.  I set CODEBASE="web-inf/classes" 
in the html file.

Tomcat shows a 404 error, and when the portlet displays the html page, I get a "could 
not load applet" in my java console.

Anyone have any ideas?
