Jetspeed can use 2 different template engine technologies: JSP or Velocity
(.vm) files.
You can also mix them, although there's a known issue right now with
Turbine/Velocity and included servlet outputs.

The default template engine used for rendering the pages is selected in
TurbineResources.properties file (specifying whether your default extension
is jsp or vm).

In Jetspeed 1.3a1 the default engine is JSP, in the current CVS is using Velocity
as default.
I implemented most of the new customization options in Velocity right now but they
may be easily back-ported to JSP by any volunteer.. (hint...)

The JSP vs Velocity debate has been raging for a long time on the Turbine, Struts
and Velocity lists and you can find some arguments on the Turbine web site.

I personally prefer Velocity and as soon as the servlet inclusion issue is solved
I think Velocity is a good default solution for the next release.
There are two issues to be solved for this to happen, one is the patch I proposed
for inclusion to Martin for the upcoming Turbine 2.2 ; the other is a modification
in the Velocity engine proper.
