I cannot find the local_portlets.xreg,
I usually use portlets.xreg for modification.
Any feedback???

Yah.. Because less documentation for Jetspeed 1.3a2.
You have to ask several question here. Because the
newest Jetspeed is great.
Let's work together to dig it up. with more than one
hand, learn is more easily. Your question is welcome
