We have modified these files too, but we keep them in the directory
webapp\WEB-INF\templates\jsp\navigations\html
Although I see the cvs version seems to point to
webapp\WEB-INF\templates\jsp\navigations\html\en
Are you sure that the default.jsp that you are using refers to the
file that you have changed?
