Problems with security features

hi all,
 
I have problems with links inside 'Security' tab of admin.
For example: in 'Security Role Browser' whenever I press 'Add Role' or
'Permissions' I get the same screen as before.
I have the same problem with 'Add Group' in 'Group Browser' and in 'Roles'
action in 'User Browser' and some other places.
Is this a known issue? am I doing something wrong?
