This is just from the top of my head, so I haven't tested this but:
You have to modify the "rss.xls" file in "\webapps\jetspeed\WEB-INF\xsl"
so that all hrefs include target="_blank" so that instead of:
<a href="{link}">
or
<a href="{downlevel:link}">
it would be
<a href="{link}" target="_blank">
and
<a href="{downlevel:link}" target="_blank">
