Under what circumstances are you getting this?
With tomcat? which version?
Is it as soon as you start tomcat, or upon first connection?
Or is it when you first login? Which user are you using - turbine,
or a newly created user?
Oh and when did you get your copy of jetspeed?
This looks a little like an error I had when you login with a user
that does not have a WEB-INF/psml/user directory setup...
