I don't mean to sound rude, but what is your point? That is standard HTML
behavior. There are going to be some tags that you can't use in portlets
such <HEAD> and other things.

The stylesheet element "position:absolute;" in an WebPagePortlet will
cause the browser to display that portlet on top other portlets or
navigation bars.
