xreg files go in /usr/local/etc/tomcat_3.2.3/webapps/jetspeed/WEB-INF/conf
also, try to customize another user, perhaps turbine/turbine
I have also had problems using the customizer on the admin user.
You can also edit the psml files, for instance the turbine user's psml is
located in:
/WEB-INF/psml/user/turbine/html/default.psml
