Chris,
1) Is security enabled, see JR.p?

2) Does the user John have ANY roles that have the customize permission?
   I bet he does. 

3) Does the portlet have a <security> tag?

4) I did not test the customization of tabs and <security> :( 

5) The cvs should work correctly.
