Lori, In this case, you just want the web server to send the file to your browser. URLs that are passed to Jetspeed by the web server, are interpreted by Jetspeed. Jetspeed will generate content based on the URL. Granted their are some file that should be in the Jetspeed tree, like default.css. The <jetspeed-home>/WEB-INF/web.xml file can be edited to minimize the number of URLs that are passed to Jetspeed by the servlet server, i.e. Tomcat.
When you say "I want to use relative urls.", I suggest they be relative to the host, not the current page. This is because the URL for the current page is calculated by Jetspeed based on a number of factors that will affect how far the page is from the root, i.e. /.
