Is a system for tracking bugs, it helps to maintain a database where
users and developers, post any problem or requeriments for software, and
where the developers coment and follow on the issues, is not difficult
to use, basically it's a form where bugs are reported and add to the
database ( there are actualli about 4200 issues in db now from various
projects ),the user reports a bug and assign it a priority, gives
information about which plataform and os he is running and adds a brief
description of the issue and a long comment where he can describe more
deeply the problem..

Bugzilla is composed of projects, releases and  components, every
components has owner..

JetSpeed is a project that has a release and some components..there are
other projects in bugzilla ( all that compose xml & jakarta lands ), the
use of bugzilla vary from a hard dependence and use ( Tomcat ) to a
loose follow .., but it depends on the production state of the projects
represented and the evolutive state of the issues.. it's hard to report
something in a fast moving target ( Axis is a good example ) and easy
when the requeriment needed are narrow ( Tomcat ) ..

Developer use it to track and comment the bug, in the process mails are
sent to the diferent interested people, reporter and owner of the
component .. other people can assign itself as interested on the bug, as
Cc'ers..

Bugs pass states form UNCONFIRMED to NEW to RESOLVED with a resolution (
DUPLICATE, RESOLVED , WORKSFORME etc )...

Well i prefer to leave lists for communication and bugzilla for all
things that need tracking and information.. 

A polite procedure can be :

1) search bugzilla.
2) search mail archives.
3) ask in the user list.
4) if nobody answers or it's a bug, report it at bugzilla, developers
normally ask people to report what they find to be able to track it..
