I assume the Japanese characters being returned by the portlet are 
double byte characters.

Is the appropriate character set available on the browser?

I would check the web server, tomcat, and jetspeed log for :
  o Related error message
  o Confirmation the appropriate language and character set is
    being requested and returned.
