Mark, From http://jakarta.apache.org/jetspeed/site/config_guide.html#Define%20portlets%20in%20local-portlets Any site specific portlets should be define in <jetspeed_home>/WEB-INF/conf/local-portlets.xreg. because this file will not be overwritten by upgrades.
