Matt,

I have seen a similar request for background images before.  The 
question I had then was "Is the image skin or portlet specific?"  I 
suspect the correct answer is BOTH.

Other questions:
o How is this implemented for Tabs?
o How is this implemented for Menus?

Until these questions are answered, the implementation questions are mute.
