To create portlets, you have to add them to the xreg files manually.
There is no admin function from the UI, although it is a needed feature if
someone is wants to put togehter a proposal...

To create users you can:
- Log on to the portal as admin and go to the Security tab - you can add
users there.
- Or use the org.apache.services.JetspeedSecurity service programmatically.

The current algorithm takes the 'turbine' user's psml and copies it to the
new user's psml.
So you can control the portlets shown to the new user by configuring the
turbine user as a special account.
To change this behavior, see the Profiler service's createProfile method.
