I noticed a typo in what you posted:
> set CATALINA_OPTS=-DproxySet=true -DproxyHost=proxy.mycompany.com
> -DproxyPort=0080
^-- should be 8080 instead of 0080?
Could your problem be this simple, or was that just a typo in posting the
mail message?
