This is localization problem in Turbine. You need to add the following your TurbineResource.properties file under the PULL SERVICE.
tool.request.l10n=org.apache.turbine.services.localization.LocalizationTool All of the PULL Service tools are passed into your templates by default so you have access to them instantly.
