Eric, As far as I know, an user can delete a portlet from his/her portal by clicking on the x or cross at the right top of the portlet. When the user is turbine, the portlet will not be available for anyone (as far as I can deduce). Add the portlet again by adding it to the portlets.xreg and local-portlets.xreg files.
