You will have to update the disabled column in turbine_user table for 
the admin user.  If you are using the default user database, then use 
<jetspeed-home>/WEB-INF/db/managerDB.bat to reset the column when Tomcat 
is shutdown.

You may enter an enhancement into bugzilla to prevent named accounts 
from being "locked out", i,e, JR.p property 
services.JetspeedSecurity.logon.strike.exclude=admin
