Problem is that the Navigation doesn't know about the current psml page,
since the profiler hasn't kicked in until the screen is processed.
I think I like your 2nd approach

Ah Ha - as this is the same behavior as "Customize: html" in the top nav
(right?) what's missing is the js_peid.

This means that the nav needs to access the root psid of the portal so
it can encode this like right, or, the Customize class needs to
recognize no peid means the root editing (perhaps a better approach?)
