Two ways (under the windows operating system!):
1 In a dosbox enter set TOMCAT_OPTS= etc.
2 In your system properties, Start --> Settings --> Control Panel, choose
System, tab Advanced, button Environment Variables, in the box User
variables, press the New... button, go with the flow

the best way is to set TOMCAT_OPTS environnement variable like this :
