I believe there are some patches in CVS that almost make this work.

Try copying the user default.psml and invoking it directly...

1. create new.psml by copying default.psml
<path-to-jetspeed>/WEB-INF/psml/users/<your-user-name>/html )

2.  log in as <your-user-name>

3. access the page
http://<your-server>/jetspeed/portal/page/new


Depending on the version of Jetspeed you are using the action buttons (max, 
min, close, customize, etc..) may or may not behave as expected.  In 1.3a2 
the "page/new" portion of the path is not included so the buttons don't 
work.  The actions should still work if invoked directly...

something like this....
http://<your-server>/jetspeed/portal/page/new?action=controls.Maximize&portlet=<your-portlet>
