Since you are willing to purchase Websphere 3.5 then you may want to consider buying the IBM portal engine for Websphere 3.5. The IBM portal engine is based on Jetspeed, and is very easy to install on Websphere. Also, the IBM portal engine has some nice additional features that Jetspeed does not have.
For your specific question, install Jetspeed just like you would any other war. Use the "Convert a WAR File" wizard.
