You can add or modify  skins in the
<path-to-jetspeed>/WEB-INF/conf/skins.xreg ....
The properties you can manipulate are :
- text-color
- background-color
- title-text-color
- title-background-color
- highlight-text-color
-  highlight-background-color
-controller-style-class
- portlet-style-class
- title-style-class
- content-style-class
- highlight-title-style-class
- tab-style-class
- tab-title-style-class
- tab-content-style-class

I have added a method in  org.apache.jetspeed.portal.BasePortletSkin to be
able to manipulate in template whatever skin property you want, I can send
you a copy if you want..
