I just looked at Bugzilla: Bug#4146 appears to be reporting this problem or similar (In this case, it was they could not add subTabs under MainTab-3).
That bug was updated to RESOLVED about one week ago.The SampleSite page says BlueSunrise is updated roughly weekly, so the fix may not have been updated on their site yet. I would suggest updating to the latest CVS, then follow my steps (which originally caused the bug) and see if this works okay now. Steve B. PS - I am not a jetspeed-developer; proceed with caution!
