You will need to get it from the CVS.  Unfortunately, I do not know which
tag/version or date 1.3a3 uses.  I can tell you it is not the current CVS
HEAD for Turbine.  I tried that yesterday and it didn't work.  I didn't have
time to figure out all the details why, so I went back to using the turbine
jar that came with Jetspeed 1.3a3 CVS HEAD.
