URL Tab Link and character set problem !

Hi,

I try to use jetspeed to build a portal in non latin charactere 
(hebrew,arab,japan etc...) when I create a new tab and enter a name with 
non latin charactere the tab is created but not working. In fact the URL 
linked to the tab is not valid cause the non latin charactere.
Is there any workaround or any configuration to help me
