As of release 1.4b1, Jetspeed is no longer coupled to the Turbine Security
system.
Jetspeed now uses a pluggable security system:

Yes, this is possible.
Logon as admin/jetspeed, and try the Security tab to setup security
constraints for users.
The PSML Browser on the third tab (Admin) allows you to customize all users'
PSML.
I've put some bug fixes in recently to the browser. Its probably best to use
this from the cvs head.

Jetspeed is very much based on Turbine right now.
It uses Turbine services, modules, actions extensively.
Knowing Turbine you should pick it up easily.
