I am attaching a copy of the JspPanedPortletControl and controller.  In
addition I have attached a portlet uri class that wraps the dynamic uri
class to implement some of our customizations.  Most of it can be used
outside our customization, you will need to comment out or remove some of
the code (mainly in the construction).  The reason I am attaching is that
the uri for the tabs is built using this class.
