I have a hunch that you will have better luck looking at AbstractPortletControl and VelocityPortletControl. VelocityPortletControl has a buildActionList that aggregates actions allowed for a specific portlet's control. AbstractPortletControl actually checks the user's permissions against security for the requested action.
