I understand that the Jetspeed Portlet API was submitted as part of this
JSR and that developers on Jetspeed were on the experts team. The idea
of creating a standardized portlet API was very exciting to me. It
seemed to me there was a lot of excitement about his at JavaOne too.
What has happened that this JSR is now "Withdrawn" as per 
http://www.jcp.org/jsr/detail/162.jsp#3

Portlet API    Withdrawn
The Portlet API specification defines an API for components being
aggregated in web applications like portals. It includes portlets,
portlet container behavior, portlet windows, events, persistent storage
and portlet services."
