I understand that the Jetspeed Portlet API was submitted as part of this JSR and that developers on Jetspeed were on the experts team. The idea of creating a standardized portlet API was very exciting to me. It seemed to me there was a lot of excitement about his at JavaOne too. What has happened that this JSR is now "Withdrawn" as per http://www.jcp.org/jsr/detail/162.jsp#3
