I've done it within tomcat by uncommenting the following line in
Jetspeedresources.properties :
#services.PsmlImportManager.classname=org.apache.jetspeed.services.psmlmanag
er.CastorPsmlManagerService

(around line 340 for the psml manager service)

I think this issue is fixed in the cvs, I've seen something about this.
