For some reason, I think it is because of Jetspeed using the VelocityDirectLayout 
class, you cannot change the layout on the fly.  In other Turbine apps I have written, 
I am able to RunData.setLayoutTemplate("templateName").   However, I have yet to get 
it to work correctly with Jetspeed.
